If you undo the band clamp around the intake tubing where it meets the turbo, and carefully move the tubing out of the way, you can then reach inside the turbo and feel the vanes.
Give them a turn or three and see if the turbo is spinning freely. Also check to see if you can move the shaft in and out (endplay) or side-to-side (sideplay). Too much of either is usually the cause of turbo demise. Basically you shouldn't be able to feel any; .5 mm of endplay ok, any sideplay, not so good.
Another common cause is seizure, and of course that will be obvious: the turbo won't move.
If the turbo's bad, you should replace it. Try used, if there's a warranty period. This is typically only for a few months, but if the turbo's good when you first drive the car, there's a good chance it will last with proper care.
Even rebuilt turbos are expensive, about twice used. You're looking at around $400 used in good condition.
Install a new exhaust manifold-to-turbo gasket, oil return tube gasket, and oil and coolant line washers. For the washers, get copper, as original. Don't use the type with rubber inserts, as they are too large and will not seal properly.
(ahem: in my case I used some of the original washers, and so far they are fine. Just saying.)
Leaving a bad turbo in place just means you are flushing lots of motor oil through your intake system, coating expensive sensors and your entire exhaust system with oil. But it is a handy rust inhibitor, and smells great.
