My '95 Aero, 5-speed with TCS and only 60k on the clock did the same thing LAST SUMMER ALSO! First start-up in the moring the idle was hunting all over the place, got to the point where it was doing it off and and on even when warm. Small world hun, and I went over EVERY vac line and replaced most with High Perfomance Silcone ones and still had the problem.
Then at the SAAB get together in Vermont Chip Lamb from West of Sweden SAAB in Williamsburg told me too. Disconnect the negative battery cable, and take the aquarium cover off. Then take the ground strap to the ECU off the ECU case and the body contact. Clean with electronic contact cleaner and wire brush. Then reinstall and coat with die-electric grease. Did it and the idle smoothed right out!!!
