Valve timing wrong since head gasket replaced?

I asked the local indie about my rough idle ('93 turbo sounds like a diesel), and he said his first guess is that the valve timing is off, that people get it wrong all the time when replacing the head gasket. He says that the car can run fine at speed (as mine does) but have a crappy idle, and that this can be because the timing chain is off by a tooth. He said that this is fixable with just the valve cover off but not to try it myself, because if I get it wrong it could be catastrophic.
Does this make sense either that the valve timing can be off in a way that it is only felt at idle or that it is fixable through the valve cover? And if so, can anyone tell me how to fix this problem myself without screwing everything up?
- Incidentally, the mechanic wasn't positive that this would fix my problem.
