hi, not sure from your posts if this is an 86, 89, or newer? but a couple of thoughts. First, when running a highway/freeway speed the fans should not come on, this means that the temp gauge will be lower than yours is when the fans do need to come on. differs slightly from car to car due to all the typical items.
Second, depending upon the outside temp, and the thermostat you are running, you *could* see the gauge jump up and down nearly 1/8 or more of the sweep without stopping between those marks. Mine did it driving back in cold cold cold weather in New Mexico, then into Flagstaff. The thermostat would say "ok too hot" and open, and then the block got a shot of freezing asteriods cold water, the gauge would drop, the thermostat said, "ok, not too hot" and close. the gauge would go up... and the cycle would start again in a couple of minutes...
Third, the later 9000's don't actually show the temp on the temp gauge. Huh you say? The gauge shows what the ECU decides it wants you to see, and it may move in ways you are not expecting.
