After you pulled out the old bushing, does it still have the tube inside of it, or is it possible that it got left behind, torn off the rubber and rusted stuck to the spindle of the control arm? This would certainly block installation of the new part. A lot of penetrating oil and force (and possibly some heat) will be required to get it off.
AFIK, there was only one type of control arm bushing for the entire model run of the 9000. I had to buy an 18mm wrench to change mine as it's a very uncommon size, not in most sets - it fit perfectly. Note that the size of the spindle shaft is not 18 mm, it's much smaller; 18 mm is the size across the flats of the nut.
