Could be the relay. But I have to ask a stupid question - are your headlights on? The headlight switch has to be all the way to the right. Otherwise the high beams are 'flash to pass' only, which is what you're seeing. By that same token, check all your headlight fuses.
Otherwise, I'd suspect the headlight relay. You don't mention the year of your car, but as cars age, the solder joints internal to the relay crack. One common failure is high beam weirdness. If you've got a soldering iron handy, you can pop open the headlight relay, and take a look at the large solder pads under some magnification. They should be smooth and shiny. If there are gaps around the metal posts coming up through the larger solder pads, re-flow the solder joints. Leave the little pads alone, as they don't usually fail, and unless you are very careful and experienced at soldering, the heat will damage the small electrical components.
