That doesn't sound like a bad thermostat - maybe it's opening a little early, but not stuck closed.
Low coolant levels can overheat an engine. In fact, if you run really low on coolant, the engine will overheat, but the gauge won't read high. That's because the sensor isn't in coolant. Yes, the air inside the passage is hot, but the cylinders are hotter.
Also, it's possible to blow a head gasket without overheating - internal pressures create voids in the head gasket, and can push coolant out through gaps, creating a nasty smell.
I will ask - how do you know the head gasket is blown?
