now that you have compressor running, i would buy a can of R134a with a pressure guage, or just the guage, and see if your charge is low, as the prior owner said.
if it's cooling (indicated by cool hose), but not doing the job right, the logical explanation is you are low on coolant.
a $10 can of coolant can test that theory.
it doesn't have to be a major issue.
you might have a pinhole leak or something.
my 92 AC had a small enough leak that i could charge it and it would stay cold for over a year. eventually, the heat from miami got to the hoses, i think, and they started to fail quickly to the point where it wouldn't hold a charge for more than a week.
my 93 had a pinhole leak, charge would last a couple weeks. i saw it eventually with dye, replaced the hose, and all is well.
