Yes, the '95 Aero has TCS and comes with a button on the dash that can turn if off. Basically, it is a system which theoretically improves the traction and stability of the car by sensing and counteracting changes in traction between the powered front wheels, similar to how most 4wd systems work.
It was a great idea on the drawing board that proved more or less unnecessary on these cars that already are so well balanced and have exceptional slippery conditions handling.
Many owners are fervently against TCS. I have it on my '95 Aero. I don't feel that it particularly assists me, but it also doesn't really bother me. I've never used the off switch.
