Yes, the '95 came with an off switch. Press the button after starting the car, and TCS will be off until you restart the car or hit the button again. Every time you start the car, the default is TCS on.
The TCS-off switch was added, because there is a small set of conditions where TCS doesn't help. For example, if you're sitting stationary on a sheet of ice, the car won't go anywere with TCS on. A little slip is necessary.
That's the yes part. There is a no part. The TCS is essentially a drive-by-wire system. It uses sensors on the gas pedal to talk to a servo that actually opens the throttle plate. Since there are some obvious safety concerns with drive-by-wire, any time a sensor failure is detected, it drops into Limp Home Mode (LHM), where power is cut back significantly.
The system is set to be pretty conservative when it comes to detecting failures, so on some cars, dropping into LHM can be an issue. Often it's resolved by making sure the contacts on the pedal sensors are clean, and occasionally a simple valve fails and needs replacement. This feature does NOT turn OFF with the Off switch.
Most TCS -equipped cars have no problems. Some have minor problems with the system that can be addressed by cleaning the contacts or replacing the valve when it failis - not uncommon issues in any decade-old car. A few cars have persistent TCS problems. Looking back through the maintenance records, if a car has had one or two TCS related problems, that wouldn't be a red flag. If it had numerous TCS issues that never seemed to resolve, that would be a red flag for that car.
