I had this problem in each one of my '92 9KT headlights, there was condensation inside the lenses that would become water at the bottom of the lens at night and then fog-up the lens again the next day. I had no leaks that I could find so I drilled really small holes (like 1/8th"), maybe five per lens, at an angle along the bottom of the headlight where the plastic meets the glass. I figured this would allow air in to dry it out and/or let the water run out. It worked perfectly and I haven't had a problem since. Hope this helps you or someone else!
