It could be a lot of things. Since you have the old Freon system, refilling is expensive. And you should have all the proper pressure gauges, or bad things ensue. And if you have a leak, all you'll do is waste your money and bore a bigger hole in the ozone layer.
Start with the easy stuff. Is the compressor clutch engaging? The outer portion of the pulley always spins, but the inside portion only spins when the compressor clutch pulls in. If the clutch pulls in and almost immediately drops back out, that's a sign of low refrigerant level. If it pulls in and stays in, but the lines don't get cold (actually, one gets cold, the other hot), then I'd suspect a compressor issue.
If the clutch doesn't pull in at all, it can be a few things. The clutch pulls in when the A/C relay pulls in. First, make sure the clutch ground wire is good, and that the power wire to the clutch is good. Then start working your way back. Pull out the A/C relay, and jumper pins 30 and 87 in the socket - does the clutch pull in? If so, that's working. If not, make sure you have power on 30, and the wiring is OK to the clutch (and the clutch has ground).
Next, see if the relay is pulling in. I've seen the contacts on the relay get crudded up, and they can't pass the current required to pull the clutch in. I usually just pop the case off the relay and clean the contacts (gently!) with some fine sandpaper.
If the relay isn't getting the command to close, then it gets more interesting. There are three switches that can keep the signal from the relay - low pressure, high pressure, and freeze. They are all in series. If one craps out, the relay won't engage.
But simply pushing more freon into the system is a waste. Troubleshoot the problem first.
