How can I tell if a turbo is good?

I don't know if anyone has been following my rebuild project, but the link is below. I've gotten the engine (blown head gasket, read the blog..) on my 91 turbo to the point where it is almost ready to pull. My question is how can I tell if the turbo is still sound as I have never had the engine running. I have all the intake and exhaust plumbing off, so I can access teh impeller. There seems to be no play in the shaft and turning it by hand it takes a bit (about as much pressure as it takes to press a key on a keyboard) to start it rotating, but seems to spin freely with no binding. I am concerned because when I pulled the rubber hoses off of the intercooler, they both had a significant quantity of oil in them, I'd estimate 5-6 tablespoons on each side. As far as I can tell, the turbo is tight and good. How can I check to see if the seals are still in decent shape?
