1994 was a changeover year, so you might have one of two possible brake systems.
Let's get the easy part out of the way - the click from the shifter. You are hearing the shift-lock solenoid. This is a solenoid that keeps you from shifting out of Park unless your foot is on the brake. Anybody remember the Audi 5000 'unintentional run-away'? This solenoid should be engaged anytime you put your foot on the brake AND the shift lever is in Park. If it happens when the shift lever isn't in Park, then the problem is the switch inside the shift lever mechanism (right at the lever). That little switch has either stuck closed (so the solenoid thinks you are always in park) or a switch wire shorted to ground.
Brakes - In the earlier cars, they used hydraulic pressure from the ABS pump (Mark II) for brake boost. You can identify those by a black metal sphere sitting right on top of the master cylinder, right next to the brake fluid reservoir. And the master cylinder is mounted right on the firewall, with no big vacuum assist (see below).
The later system (Mark IV) used vacuum assist for boost. You can tell that system by (1) NO black metal sphere on the master cylinder, and (2) a large, black disk, sitting horizontal, between the master cylinder and the firewall.
