Not only can't you buy R12 without a license, it's also a big fine if you're caught venting it to the atmosphere.
In this case, unless the problem is something simple like a buggered AC compressor clutch circuit, I'd bet the AC is empty of refrigerant anyway - that the bracket-breakage tweaked a hose or an O-ring seal somewhere and created a leak.
With the age of the system and that history a sensible shop will leak-check the system - particularly if recharging with R12, both for cost (R12 has gotten pricey) and legal reasons they'll have to.
Careful of quickie R134a (HFC134a) conversions, you've got some issues to deal with - the molecules are smaller than R12 (CFC) molecules, R134a will not carry the oil used in R12 systems, and there's incompatibilities between the oils used in many R12 and R134a systems. At the very least you need to convert everything to green O-rings and flush the old oil out of the system, ideally you also want to convert to barrier (impermeable) hoses.
I recently had a quote of $1700 to repair and convert the AC in our '92. My wife said that for that figure I could roast a while.
What it really means is for half that figure I can get all the parts, certification (http://www.epatest.com) and tools to do it myself. I've got two other vehicles in the house that need AC work anyway.
