A lot depends on what bodywork is actually needed, your mechanical ability, and if the insurance company will sell you the car after they "total" it (against the law in some places). And your desire for a "project".

If the total extent of the damage is the rear bumper ONLY, i.e. unbolt the old one, bolt in a new one, and the mounting points and nearby sheet metal are not damaged, then you at least have a realistic opportunity to successfully repair the damage. There are lots of rear bumper assemblies available in junkyards at low prices ($100 or less) since cars usually get destroyed in the front. If the car needs bodywork and paint, the costs will add up very quickly.

No idea what is causing your leaks, but leaks are repairable. The steering leak may be a hose (16 year old hoses do leak), not the rack; on the other hand, a rebuilt rack is about $200 but is a pain to install. The other leaks may be from the coolant hoses and oil lines, could be somethng else. I assume that your headliner is falling, a common problem, but it can also be addressed - best way on a 4-door is to get a two-piece reupholstered replacement. If you send your car out for repairs, these small issues will add up to large costs.

Will your insurance company sell you the car, and if so for how much? Will your state let you put it back on the road? In Illinois, since your car is more than eight years old, you can buy the car from the insurance company, the title doesn't change hands, and you can put it back on the road after repairing it - no idea where you live.

On the other hand, perhaps you really want an upgrade to a 1998 car?
