As others have said - in '95 (actually '94-'98) there is no thermal switch in the radiator. Instead, the engine control reads the coolant temperature, and turns the fan on and off. The manuals also show that the radiator fan system was available as either a two-speed fan system (resistor, two relays) or a single-speed fan system (no resistor, one fan relay). I doubt the one speed versus two speed has anything to do with an Aero; I suspect it may be that Saab didn't think the two-speed system was required for Canada. The two-speed fan is primarily useful in very hot climates (like Florida, Arizona) where you have a large AC loads and outside temperatures.
Quasi's pictures are for, I believe, a '91 9000 two-speed cooling fan system. Big changes between there and '95.
My guess is that you have the factory-installed one-speed fan. So no resistor. There has to be a low-speed relay in the system somewhere - the ECU can't drive the fan by itself. And that relay should be in the engine compartment mounted relay panel in the 'low speed' relay position, right by the 40 amp fuse.
It appears the issue was a bad fan, which you've replaced. If all works now, that's fine. There is a relay in there somewhere, honest!
