After further testing, the issue is that all cylinders receive fuel. The FPR is new and injectors recalibrated for spray pattern. There is strong even spark to all cylinders by testing using tech2 through DI. All injectors are activating. The map sensor tests perfect. The temp sensor on intake is new. The return fuel line to fuel tank flows properly.
The engine starts by helping with throttle and then keeping it revved at 1500 rpm or so otherwise it stalls. It is obvious from the sound that it is not running on all cylinders and probably just 2 of them. Even revved up to 3000 rpm while running you can tell the engine is not running smoothly.
Cylinders 2 and 3 are flooded with fuel as if the actual ignition process was not firing these 2 cylinders even though the DI sparks. The compression is perfect as is head gasket and all mechanicals (cam timing, TDC, cams, etc).
Can the CPS actually be sending no pulse for these 2 cylinders only or is the ECU not reading the CPS properly and not activating these 2 cylinders. These are the only two possibilities left in my mind.
