Compressor won't kick in if charge is low (or too high). My story:
I had a 92 9000T with A/C not working. I did the minimal R12/R134 conversion, which consisted of installing the high and low conversion valves that came with the kit. I also bought a filling hose that has a gauge, which is critical to have. I started the car, put the ACC on Auto and temperature at low. Then I started filling the system with R134a. My very simple gauge has green (low or empty), blue (filled), yellow (filled too much), and red zones (dangerously over filled). As the indicator approached the blue zone, the compressor kicked in. I continued filling the system until it was 3/4 into the blue zone, still below the yellow.
.... and I had cool air in the car. I drove the car for about 2 months like that, then the transmission died. So, I can't tell you how long an unmodified R12 system (other than the high/low valves) can last with R134a in it. But, I so so encouraged that I did the same to my 1988 Ford F250. I've had the truck for 7 summers, this is the first time I've had AC in it, works great!
