A/T shifting Issue - Need immediate help!!!

The car shifts normally up to highway speeds. But when i am at highway speeds, it seems as if the car refuses to downshift as I am slowing. It also seems like the throttle surges forward or refuses to slow. While all this is happening, it seems as if all the cars electronic blink on and off (all the warning indicators turn on and off and the ACC turns on without provocation). It seems like something electrical. Maybe a relay or a sensor.
Can anyone help?
