The troubleshooting is very straight forward. Check appropriate fuse first (not likely bad). Under the hood, remove the panel next to the windshield to expose the ventilation fan. Pull the two wires off the fan, and then using a set of jumpers, hot wire the fan connections directly to the battery. The fan should run. If it runs, the problem is most likely a bad fan controller. Of course if it doesn't, you have a bad fan.
The fan contoller looks like a smallish black rectangular box with single connector. It is mounted at a location very near the fan. When you remove it you will note it has heat sink fins that extend down into the plenum. The transistor inside the controller typically fails and is replaceable for about $15, versus a new controller at $100. You need to have some soldering skills to remove and replace the transistor. I've had to fix or replace the fan controller on my '93 CSET (236K miles) around 4 times now. Good luck.
