The power that is dissipated by the controller varies depending on the fan speed also; when the fan is set to high speed or low speed, it is the least taxing on the transistor.
It's when it's in mid range that the controller is working the hardest, which may not be obvious; that's where the controller is at greatest risk.
The controller is basically dropping voltage from the battery, and the power it dissipates is fairly low on high speed because it doesn't need to drop much voltage, even though the current going through it is high. And on the other end, even though it's dropping a major portion of the voltage, the current is low, which results in lower power dissipated.
When it's in mid range, the power is at a maximum and it works the hardest; so the current alone doesn't tell the whole story on why it might blow before the fuse does.
