Can't you simply spin the fan by hand to determine if it is old and stiff?
Fuses (especially automotive fuses) are meant to blow primarily in the case of catastrophic events, such as a dead short. This is handy in preventing fires and whatnot. An increase of 10-30% in current will typically not be enough to blow a fuse, but can damage something like a transistor, over time. Note that automotive fuses only come in increments of 5A once you get over 10A. If a system is expected to see 9A, they need to allow for some margin of error, and so use a 15A fuse. Ideally you'd want 11A or 12A, but since they don't make those...
