Strange boost issues - '96 9k Aero...

Hi, all,
I'm asking this question on behalf of my brother. He has a '96 9k Aero with 156k on it. The car runs great other than it's begun behaving strangely under boost. Under normal acceleration, he has always heard the blowoff valve release when he gets off the gas (sounds like 'pffffff'). Now, under normal acceleration, his boost gauge only goes a little bit into the yellow (used to boost into the red), and the blowoff valve is making a rhythmic "pffffff" noise about once every 3/4 of a second. The boost gauge bobs a little in this condition.
So, this is what we did to try to fix it: checked and re-gapped the plugs; cleaned the bypass valve; cleaned the boost controller; checked for vacuum leaks; checked the proper function of the PCV valve. He's using premium fuel, also.
Any ideas? One opinion he got was that the blowoff valve was faulty.
Thanks!
