How new is the hooter valve? The rubber in them deteriorates over time and most new ones you buy now have a brass seal in them for a longer life.
The other possibility is that the BPC valve could be going. This is the one that sits on the radiator with an electrical plug and 3 vacuum hoses going to it. You said you cleaned it, but check it again and be sure to blow through the three little tubes. You should be able to blow through all three.
If not, try tapping the valve body with something like a screwdriver handle. (Be careful though, as the BPC is a 2 part unit and they can separate if tapped too hard.) Then try blowing again. This worked for me on a valve that was actually defective, but kept it going a couple more months.
These things die too often. Is he running a K&N or similar air filter or does he have a modified air box? Maybe some grit got into the valve.
