Just putting my resurfaced head back on my '92 9kt and I replaced all the studs and nuts with new ones. I used a wire wheel to clean up the 4 spacers and all 7 washers. I'm not sure if it matters whether you use the longer studs with the spacers or not but my mechanic told me I should just do it.
If you're missing washers or spacers, I have 4 spacers, 6 washers, and one long stud left over from my procedure. They're all used and have surface rust but I can clean them up and paint the spacers semi-gloss black with high-temp ceramic engine paint if you need them. The long stud is used but is clean with no rust at all. Whether you use them or not, I'd definitely go with NEW nuts. Let me know if you want them.
