AC compressor engagement and the LO setting on the ACC are not directly related. As long as the ACC is on AUTO the AC system is engaged. Setting 'LO' will just open the mixer flap in the ducts towards the AC evaporator box and puts the fan on high.
Most likely suspects are:
- compressor clutch gap out of spec (too high). Happens when the engine compartment is hot.
- As Christopher says: anti-frost switch on top of the evaporator is stuck in open position. Doesn't happen often but is an easy check: take off the aquarium cover and measure voltage on both connectors of the switch. You should have 12V both sides. If only at one side, the switch is open.
