I'm sure the turbo is still working. For it to stop working, you'd need a seized impeller/compressor shaft in the turbo itself, or a huge exhaust leak upstream of the turbo, both of which would be very loud. The ECU is merely opening the wastegate to dump intake pressure.
I agree with the other posts - unplugged line to the gauge. Your gauge is reading ambient pressure. This is the same reading you would get when the engine is off, ignition on. Look along the firewall, about halfway down, behind the throttle body. You may have to trim a slight bit off the hose, if it has come off due to splitting.
