Probably the rod has fallen off the wastegate....

...which would mean the wastegate remains open until it's reconnected. Occasionally the wastegate itself will get jammed open if it rod fell off while under heavy boost, firing the wastegate disk around its axis with undo force. But most of the time you can just look at the turbo from underneath the car, and if the rod's fallen off, simply reconnect it.
A suitable clip can apparently be found for a few pennies at Home Depot to keep it in place (the old one likely rusted itself to oblivion); others have cautioned against my former practice of using a paperclip as a substitute because they can become difficult to remove if they rust into the wastegate arm.
