The wastegate is hinged on its vertical axis. When it opens, it swings out and away from the turbo.
The wastegate arm is in turn connected to the rod, and this rod is controlled by the intake pressure to open it. By default, spring pressure keeps it closed. So, if the rod's fallen off, there's nothing to hold the wastegate closed and you are thus not going to get any boost.
It may be useful to know that when the turbo is boosting, it's actually not engine vacuum, but turbo pressure that's present in the intake tubing, and thus the vacuum hoses. When this pressure reaches a point where the computer feels it needs bleeding off, a BPC valve (boost pressure control) electronically diverts boost to the diaphram at the end of the rod connected to the wastegate, forcing it open.
