Fuel Pump or Relay intermittent?

Hi, My 87 9K turbo with 260K miles was not getting fuel because when spraying a little starting fluid in the intake, she fires up. From searching the wealth of info on this site, I did the following: I pulled out fuses 14 and 22 and connected a wire (with spade terminals on each end) to the right terminal of each fuse socket. I don’t know if it was needed but I bent back one of the two legs on the terminals so that it would only touch the right fuse socket terminal because I read, “connect a wire from the load side of the connector (right side, IIRC)”. When connected I heard fuel pump so I did the following to check fuel pump relay: I left the jumper wire connected and turned the hazard lights on. Then cranked the engine to see if the hazards lights flashed which would indicate the relays are working. The lights did not flash but the car started! I then removed the jumper wire and put back fuses 14 and 22 and the car was able to start and run well. My understanding is that a dieing pump can be intermittent but I’m not sure if a relay can be intermittent so should I assume the pump needs to be replaced? If so, my confusion is that I did not first try the “bang on outside of pump location with engine cranking to shock pump” method so why would the jumper wire start it. Any comments are much appreciated, ToddH
