no, i just took off the plastic cover (bottom one) and tightened the bolt. i think i used a screwdriver jammed in there for the nut (toward the center of the car), or maybe a vice-grip. i couldn't get a wrench on it, even an open end.
that procedure sounds like a way to change the length of the steering column for a customer that's complaining about it.
i did it quick and dirty, after reading about it here. don't remember what i searched for.
