I didn't have to read your whole post to tell you what the problem is. Your car will never run with only 90 psi. of compression. I mean never. That is incredibly low. Whomever rebuilt the engine, may have put the wrong size rings in (standard size when actually the engine was bored 0.20 over), did a bad valve job, or the head gasket is leaking on all cylinders (meaning it was never torqued down).
The only other thing that could cause this would be cam timing that is not correct (valves still open on compression stroke), but you seem to have checked this.
Your engine, freshly rebuilt should have compression pressure of around 160 plus psi.
