Auto transmission troubleshooting challenge

The auto trans on my beautiful 1993 9000 Aero (only 100k miles) has started acting weird very recently. The radiator fan wasn't working well for a little while, so the car did overheat a bit a couple of times (which supposedly can damage governor seals). Only 60k on this tranny, which was a Saab rebuilt unit. Fluid and filter changed regularly, fluid is clean.
The car started upshifting too quickly into 2 and 3, and reverse wouldn't always kick in.
After hours of research and a call to Eriksson's I was sure it was the governor seals. So was Nat. I ordered the kit and my mechanic installed it.
He says now it has very different symptoms. Upshifts okay but doesn't seem to downshift properly, even if done manually.
At this point I'm thinking the the selector lever shaft/segment and/or the kick-down cable should be adjusted. If that doesn't work, I guess we should clean and examine the valve body and check the pressure.
My mechanic doesn't think adjusting the selector shaft or kickdown cable would make any difference. He's very honest, but he seems to think I need to replace the transmission.
I'd really appreciate any help figuring this out. Also, what is the c band, and is this something separate we should adjust?
