The '89 doesn't use vacuum for brake assist - it uses the ABS pump. You SHOULD get the ABS and Brake Light indicators come on, briefly, when the car is first started, and then go out. And stay out.
If the lights never come on, it is possible they are burned out and you've lost some very valuable fault indicators. Or you've lost a bunch of fuses.
If the lights were on, then the ABS pump system has an issue. It could be the pump, various pressure sensors, or just the accumulator. Of course, check for brake fluid.
If the lights didnt' come on, you can still have a master cylinder failure. Unlikely, but a massive seal failure would do it.
So - what is the status of the lights? Were they on? Do they come on when they should? How is the brake fluid level? If the car has been sitting a while (say, overnight), the level should be ABOVE the full line. Start the car, and the level should drop to the full line.
