I had headlights giving a funky "Flash" effect. My EDU is out, so I don't know if my volts were low, but probably my brushes/springs were at the end of their lives. Hint-use dental floss to compress brushes/springs in order to get VR/brush assembly installed. TIE A KNOT in it after getting 4-5 wraps. It will cut easily after VR is in.
