I recently went through this on my '93CSET. Due to leakage I considered trying to replace the washer tank. It appeared that the only way to get it to pivot enough to slide out through the opening at the top was to remove the fender. I wasn't about to go there so I did the standard repair of the leak around the lower aft pipe that holds the tank. Used sand paper to clean/rough up the pipe and the tank, and then applied liberal amounts of Permatex Black Silicon where they join together. I let it cure for 24 hours and problem is solved.
