Is the needle moving up and down over a period of a few seconds, or is it bouncing up and down a few times a second - moving very fast? How much is it moving up and down - from red to near the bottom post, or in a small area around 9:00?
When the thermostat first opens up on a cold day, there will be a big slug of cold coolant into the engine part of the cooling system, and you can see the gauge move down quite a bit in a second or three. But once the system reaches thermal equilibrium, the gauge doesn't move that much.
Basically, if the gauge is bouncing around a few times a second, or moving fast from red to bottom and back up again, it is an electrical problem. The thermal mass of the system is too big for that to be an actual temperature change. I'd look for a bad connection, possibly the ground wire from the engine to chassis, as that could also impact how the fuel control works.
If the gauge is moving slowly - over a period of a few seconds, and not over a great portion of the gauge - that is too slow for an electrical problem, and likely is a true thermal issue. That could be a stuck-open thermostat. If the thermostat is over three years old, it should be replaced anyway, and would be a good place to start.
