How far down does Fuel Ring go after replacing Pump?

How far down does the Fuel Ring go when reinstalling it after changing the Fuel Pump? I have a slight whiff of gas in my car, and I dont think its residual from spilling it when working on the tank. Gas odor usually disappears quickly. (However its been cold and damp here on the East Coast)
I may have messed up the thread on the ring on the tank a little when I used a chisel to take the old one off, but I did clean the thread nicely with a sharp blade. When I put my Fuel Ring back on I noticed the outside edge is 3/16" above the tank and perhaps one thread is still exposed on the outer lip--the fuel ring certainly doesnt butt up to the tank like I would hope it would. However the fuelpup assembly is held rock solid by the ring and doesnt budge a bit--
I am worried I did not tighten the ring enough.Why do I notice a small whiff of gas coming from the fuel tank area. its not my imagination--its not heavy either. Does anyone recall this for a few days after changing the fuel pump?
