The specifications on the FPR are 3.0 Bar +.25/-.15 so your FPR would be within specifications. I also thought that the 3.0 Bar reading was taken without the vacuum line connected, because the fuel pressure increases or decreases to track the manifold pressure.
The real test is, what do the plugs say. If they are powdery white, the mixture is too lean (low fuel pressure). If they are slightly brown, but not black, the mixture is about right. The O2 sensor will compensate for minor variations, and if it can't it will trigger a CEL.
Do you have any of these symptoms? Why were you checking the FPR?
