Technically the ELCD, my ECLD mistake the first time around, is the Evaporative Loss Control Device. The ECU tells this valve to turn on and off when the car is at low, manifold pressures, this sometimes causes a ticking noise to be heard. The ELCD is located at the top of the charcoal cannister. The fumes from the gas tamk are routed to the cannister and the ELCD opens and closes drawing the fumes through the charcoal and into the manifold where they are sent to the cylinders to be burnt. The cannister on a 97 & 98 and I believe your car is located on the passenger side in front of the front wheel well. This is also where the windshield wiper fluid contanier is and they can be accessed by removing the plastic innner fender.
A little philosophy, the only dump question is the one you don't hear because it was never asked.
