The seat heater wire has insulation, so if you go directly onto it with a meter, you'll get an open circuit. It's not nichrome wire, mostly because it can be easily soldered. It is a form of insulated resistance wire.
You can check the continuity of the heating element by measuring at the connector under the seat. If it reads open, then the search begins. In every case I've ever seen, there is a small scorch mark in the seat foam where the wire breaks. When the wire breaks, it usually sparks a little, and that causes the heat. Also, wire doesn't usually just break - it gets flexed too much, and that causes a thinning of the wire. That causes a localized increase in resistance, and it overheats and burns open.
So I'd remove the seat cover and look for the scorch mark. It could be in the seat back, but I'd start on the seat bottom, because (1) that is where the very great majority of failures occur, and (2) it's easier to access. Usually on the door side edge or near the front.
And when you do go to solder the wire to repair it, scrape it a little with a sharp blade to remove the insulation.
