The switch is under the passenger side windshield wiper. You take off the aquarium cover and it should sit right on top of that big grey airbox. It is covered by a small cap but you should see two connectors sticking out, so you can stick in the probe of your voltmeter in the back of the connector and test without touching it.
The input one side should always have 12v with the AC switch engaged, the other will start 'cycling' when the temperature on the evaporator beneath it has dropped below freezing.

In your 1995 you may have a Seiko 121DN1 compressor which is prone to clutch wear. If the relay energizes and the compressor does not engage, chances are the clutch gap has widened sufficiently to prevent the clutch from engaging. The gap should be around 0.6mm. If it is significantly wider you could take the clutch plate off by removing the one bolt in the center. On the shaft there should be one or more shims that you can remove. Put the bolt back using some locktite.
15 minutes of work
The sanden compressors are less prone to wear for some reason.
