I'd go after the relay.
There is a known problem with the headlight relay, where due to heat and vibration, and the fact that they provide mechanical support for the heavy relay coil, the larger solder pads inside the relay develop cracks. These cracks cause intermittent connections within the electronic circuitry of the relay, and that causes uncommanded high beams. Could moisture in these cracks be a problem? Yes. It is also possible, but less likely, that some contaminants on the circuit board itself combine with moisture to create sneak paths.
Seeing as the relay is a known issue, I would pull the relay, pop off the cover, and re-solder the large solder pads. Don't touch the small ones. And then wipe the circuit board clean with some alcohol.
