You'll have to buy the hoses yourself. Easily available at NAPA, or buy the nice silicone ones online somewhere.
My grand total for the conversion was a whopping $26 dollars (long story). I chanced it and went for a used BPC, which I can't say I recommend doing, though it's been fine for over 4 years. A new BPC runs you about $200, and you can get an ECU ranging in price from $50 to $200.
Car-part.com for the ECU, Eeuroparts for a new BPC. If you want to chance a used one, try Goldwing or one of the other junkyards that advertises here (Elite has a good rep too).
Don't forget, you need a '95 ECU and it CAN'T have TCS! It needs to be from a CSE or Aero with no TCS. Transmission should not matter.
