No, boost should not fluctuate like that

It can sometimes go a little into the red and back off a little, but the fact that it is fluctuating suggest a faulty BPC valve. They are relatively expensive, $100 dollars in your money, but you might be lucky and find that just cleaning it does the trick. Search the board for "BPC clean". Essentially you want to remove it from the radiator and get a can of brake cleaner and empty a whole can, really working it in each of the ports. Let it drain for a while and refit and test.You can test the BPC for proper operation too, again search the board for "test BPC" for full details, but in summary you need a 12v power source and alternate the power to each of the three terminals on the BPC, you should hear it click opean and shut and the details will tell you which ports you should notice are open or closed.

Also note that if you turn the ignition on but do not start the car, you should hear the BPC valve buzzing if you stick your ear near it with the hood up.

Having said all that, it could also be a pinhole leak in the wastegate vacuum hose, which goes between the middle port of the BPC valve and the wastegate. A leak in this hose would cause overboost too, although would not fluctuate.
