Actually, the line between green and yellow isn't base boost - that is atmospheric pressure. That should be where the needle sits when the car is off. Base boost would be mid-yellow.
IF the only time you see the gauge as high as between green and yellow is when you are at wide open throttle, I'd suspect the turbo isn't spinning. Pull the fat hose off the intake to the turbo and make sure the impeller spins easily with your finger.
You mentioned that you could move the wastegate rod manually. I assume that the only way to move it is to pull it OUT from the wastegate actuator (towards the turbo), and it should be pretty hard to pull. There is a pretty stiff spring in the actuator. Any other motion would be a problem with the actuator.
