Removed W hose from BPC, still stuck in base boost

ok, here we go:
'92 9000 tubo, 5spd, 175k; and yes - it has TCS, but it's been working smoothly so far.
Driving around yesterday, I suddenly noticed that that certain something that would paint a grin on my face from ear to ear - I had no boost. Or rather, I had very little boost. The needle moves, but only goes right to the line between the green and the yellow.
So, I did the dilligent thing, and did a search and found out all the pertinent information about the BPC valve, and how to test things like disconnecting the W hose from the BPC, and see if you get your boost back. Here's the thing - I did that, and no change; still base boost.
I checked to vacuum leaks, and everything looks ok. My brake lights aren't stuck on, and I checked the wastegate actuator rod, and it's still in place with the pin in it and everything. I was able to manually open and close the wastegate, too.
So, given all the searching I've done in the 9000bb, I still haven't seen any difinitive guide of what to look at next if disconnecting the W hose yields no change.
Well, I did see a couple of posts about people who had the wastegate valve physically fall off inside the turbo - but I don't even want to think about that...
Anyone have any suggestions?
