If it is not functioning properly you will hit fuel cut out at 18-19 psi of boost or be stuck in base boost. If you want to go farther you need a Tech II to activate the BPV forcing it in one position or the other and checking air flow. I assume you have no idea what you are boosting as you simply describe colors from the dash gauge. Where the gauge sits when the car is off is atmospheric pressure or 0. Green is vacuum. You need a gauge to see how much boost you are getting. 1995 CSE auto or manual? Base boost should be about 6psi. You will only get base boost in low gears as the ECU limits boost. Touching the brake in higher gears while boosting will reduce boost to base boost. Above 6 is dependent on your T5 management factors such as engine knock. Perfect conditions max boost I believe on your car is .81bar. It tells in your owners manual. .81 is around 11.74 psi. You can hook up a gauge to the spare connector on the intake for temporary use or add a tee in line under the dash for a permanent mounted gauge inside your car. Good luck.
