The ACC system doesn't use vacuum - all the movement is via motors. The sound you hear happens when the A/C is on, and also varies with speed. So I'd look at the belt and pulleys - I think you've got the single belt on that year (never sure of the change-over). But the AC coming on increases the load on the serpentine belt, which changes the load on the pulley bearings. And the speed of the pulleys change with engine speed.
If you've got the two-belt system, I'd suspect a bad AC tensioner pulley. If you've got the one-belt system, I'd suspect either the tensioner or idler pulleys. Or even a bad alternator bearing. How old are the idler and tensioner pulleys? I don't trust them much past 80K or so. And the belt should be replaced every 30-40K
